Consolidated Plan

The consolidated plan is the means to meet HUDs application requirements for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) formula programs.

It is similar to a company’s strategic business plan in that it sets the city’s long-term strategies and objectives. Additionally, it can be viewed as a business plan for a community’s housing and community development delivery system; complete with performance benchmarks and financial projections.

Annual Action Plan

The annual action plan is similar to a company’s annual operating plan and can be viewed as a yearly implementation guide as it establishes short-term strategies and objectives and includes a one-year budget, performance measures and a prediction of conditions in the next 12 months. It provides a basis for assessing performance and self-monitoring.

Citizen Participation Plan

The Housing and Community Development Act of 1974 gives cities and counties responsibility and authority to develop and conduct a Community Development Block Grant Program in their localities, but it places upon them a requirement to achieve adequate citizen participation to ensure the heart of the community has opportunity for input in the process. Is similar to a company’s strategic business plan in that it sets the city’s long-term SHIP program strategies and objectives including the city’s housing incentives, delivery goals, expenditure timelines and financial projections.
