City Hall reopens Monday, June 1
Residents wanting to apply for a building permit, license or pay their utility bills may do so in-person starting Monday, June 1 starting at 8 a.m.
Permits & Licensing and Utility Billing, located in City Hall at 301 S. Ridgewood Avenue in Daytona Beach, are taking walk-ins, while all other departments will be available by appointment only.

Our primary focus is to maintain a safe workplace and encourage and adopt practices to protect the health of all employees, customers, visitors and others. We want to ensure the continuity of business operations while minimizing the threat of CODVID-19 spreading in our community. Several measures have been put into effect to prevent the potential spread of COVID-19 including closing City Hall to walk-in traffic.
The majority of the walk-in service is customers wanting to pay their utility bill. There are many ways to pay a utility bill without visiting City Hall including paying by phone at (386) 671-8100, dropping off a payment in the night depository on the east side of City Hall and online at codb.us/payutilitybill. City utility customers will not be discontinued or disconnected due to non-payment of fees while the city’s emergency declaration is in effect.
There are also several ways to apply for a building permit. Apply online at http://codb.us/permitslicensing for window and door, roofing and mechanical permits if registered with Volusia County Contractor Licensing. For all other permits, email applications to Contact_PnL@ci.daytona-beach.fl.us. Applications can be faxed to (386) 671-8149. Residents or contractors with questions should call (386) 671-8178.
